“Dave Deeley is leading and embedding within HO a safer culture through the following:

• Dave has taken on the role of Designated Competent Person as one of Network Rails few internal Principal Contractor leads and has implemented a programme of stringent review of L1 and L2 investigations within High Output Track Renewals. He does this through a collaborative approach in which everyone gets their say to ensure a just and fair culture is applied. His rigour has driven an improvement in consistency and quality of High Output safety investigations in a short period of time.

• Dave in collaboration with the central IP-Track S&SD team has built links with Network Rails Routes to make sure actions agreed following events are proportionate and appropriate. This is achieved by chairing conference calls and ensuring that the correct professionals are consulted and included in those decisions. No one is left behind on the journey.

• He is not afraid to ask for help - on many occasions Dave has sought help from others in the industry to help development culture within High Output. This applies particularly in the fields of fatigue and well-being, and safe system of work planning. He will challenge others when he feels responses are not adequate and acts with conviction based on information afforded him.

• Dave has developed a top down and bottom up approach to the betterment of High Output safety culture. He seeks the opinions of all persons affected by a discussion before making it, an approach that has seen him win plaudits from within his team and externally. He brings vast experience of Railway operations and maintenance to High Output and demonstrates the behaviours of a safety leader both within work and in his personal life.

• He recognises opportunities for personal improvement and has acted on feedback to improve his diet and lifestyle in order to be an even stronger role model and inspiration for his team, the wider IP-Track and the Industry.“
