Said the following about Steve Cowser:

“Right from the beginning of his career, Steve has been passionate about quality and assurance, starting with his role of Technical Director for 16 years at Design Group Partnership. Steve was responsible for the development and implementation of a full Quality Assurance System which enables the company to become the first Consultancy in the UK to achieve BS5750 Pt.1 accreditation. Steve joined Network Rail in 2000 and has taken various roles leading up to his retirement this year.

Away from work, Steve is a devoted family man with his son following in his footsteps as a civil engineer. Every year he takes part in the Manchester cycling event to raise money for charity and supports his local football team Wigan when he can.

Steve exudes passion for developing new engineers in the industry. Steve has been a leading mentor within NCB and developing engineers have expressed how the time spent working alongside Steve was vital in aiding their understanding of the components of a technical file, and how it allowed them to start undertaking their first assessment work under supervision.

Steve uses his own initiative in creating training manuals. Most recently in NCB developing a 3 month induction pack for all new starters on providing a technical lead but prior to this in Network Rail he prepared a bespoke ‘Railway Awareness Course’ for new starters and non engineering staff to assist their understanding of how the infrastructure is maintained.

Steve is well respected not only within NCB but throughout Network Rail and the rail industry for his thorough approach and how passionate he is on doing a good job, always going above and beyond so he doesn’t let anyone down.

Steve’s lifetime achievement has been to improve quality and assurance on the railway where he can, using his technical expertise and purposeful approach and by taking on roles within Network Rail that helped him to make a difference, including;

• Quality, auditing, training and engineering co-ordination on schemes such as TPWS and becoming a qualified Accident Investigator in order to cover investigations on the region.

• Auditing and developing audit review remits against exacting Railway Group and company standards.

• Contributing to the development of civil engineering standards and procedures.

• Setting the strategy for the performance review of Buildings & Civils assets. This included reviewing Buildings and Civils asset failures and incidents that presented significant risk to the operational railway.

• Acting as Competent Independent Person (CIP) whilst carrying out safety verification on Category 2 schemes as determined by the company Safety Verification standard.

In 2012 Network Rail created the subsidiary company, Network Certification Body (NCB) where Steve continued his duties as a CIP under the new role of Principal Conformance Engineer.

Steve is the lead certifier for an impressive portfolio of projects including North West Electrification Programme but one he is most proud of is the pivotal part he plays in the Northern Hub programme. The cost of the works is currently set at circa £900million target completion for August 2017, with passenger services using the Chord from the December 2017 timetable change.“
