Said the following about Ray Caines - **HAS LEFT**:

“Ray has been on the railway for over 31 years holding positions within BR, Railtrack, Network Rail and most recently as a self-employed contractor working for a Principle Contractor.

Ray is a dedicated and responsible Safety person, always looking for innovation and ways to help the workforce carryout their tasks in a safe and productive manner.

For many years the railway has been lacking emergency exercises, Ray approached the local Commander of West Midlands Fire Service and asked if they would be interested in a joint emergency exercise which he would set up at his depot in Walsall. The Commander was defiantly interested in this stating “it’s been many years since we have participated in a railway exercise, and our young firefighters would defiantly benefit from one.”

Ray spoke to the Project Manager and explained is thoughts and what could come from this. Ray got to work, creating different scenarios in his head, he had help with the coordination from Leanne Wareham, Leanne set up meetings with the Fire Service and Ray put together table top exercises to explain his ideas. It was then agreed that there will be a chemical spill from an HGV Vehicle, with a series of RTC at a level crossing.

Ray even got Network Rail involved by supplying a Rail Incident Officer (RIO), a signaller and local movements manager, Ray’s team also played the parts of Controller of Site Safety (COSS) and Engineering Supervisor (ES) who were also involved the scene was set!

The BTP were invited to attend the meetings and the stage was set: There will be 1 x HGV Vehicle, 5 cars involved. Ray spoke to local scrap merchants and arranged vehicles to be delivered to site where Ray and Leanne would set up the scene. Red Cross, St John Ambulance and the theatrical team from the local area were all invited to the exercise that would occur on a night-time.

On the night 17 fire appliance, 3 police cars and a number of ambulance’s turned up for the exercise, they were not told about it until they arrived at the scene. Not only did this exercise help the emergency services but it also tested ABC’s emergency response and planning.
