Nominations for Rail Engineer of the Year

Scott McCloud

Said the following about David Payne:

“As Head of Fleet Delivery for the operator of the Elizabeth line, David Payne has had a very large, tireless, and complex job: deliver a new train that works on new infrastructure and is amongst the most complex in the world.

From acting as a conduit between MTR Elizabeth line’s client, TfL, and supplier, Alstom, David ensures that the trains meet the operational requirements for passenger services.

David has succeeded in his job because he has got to know the issues from a holistic perspective.

He does this by using his strong collaborative skills; gaining a strong understanding of how each component works in the delivery of the railway, then ensuring the fleet component delivers. With David, there is no silo working. This ensures that user error is reduced, and investigations are resolved quickly because he has built solid, trustworthy relationships.

In his day-to-day roll, David recognises the priorities of the business and makes these fit into his workload.

In the week leading up to the opening of the line, David put his personal life on hold to ensure the Engineering function was covered at all times.

He has a hectic schedule from dawn to dusk yet will always take a call and help. He never says he is too busy, nor that something isn’t his problem.

He has a relentless drive to improve reliability in the face of challenging conditions – particularly when the new and complex infrastructure is still maturing around him.

The fact that a fleet with limited maturity has played its part successfully is part testimony to his solid work.“
