Said the following about Kelly Rail HSQE Advisors:

“As an integrated team, the Kelly Rail HSQE advisors and site engineers work together during both day and night shifts helping to understand one another’s challenges, share lessons learnt and implement best practice.

Working as one team has resulted in improved operational practices contributing to:

• A concurrent 2.2 million RIDDOR free hours worked on Network Rail and TfL infrastructure

• Site equipment-specific manual handling training

• Collaborative (TfL and the British Transport Police) training to deal with challenging members of public

• Educating, monitoring and managing fatigue

• Raising awareness of personal health and wellbeing – both at work and home

• Developing live track working procedures

• Embedding our internally developed ‘Making Safety Personal’ behavioural safety programme

From tender stage through design, procurement, delivery, implementation and handover, the Kelly Rail HSQE advisors are proactively involved to identify any potential health, safety and environmental issues that need to be resolved before any of the teams are on site. The Kelly Rail HSQE advisors are actively involved and support supervisors prepare and check shift paperwork - which not only mitigates any safety risks but also prevents potential site delays that could impact the programme and ultimately passengers.

“Since this procedure was implemented there has been a reduction in access issues and unexpected changes or restrictions to the project scope. As part of the integrated delivery team, the HSQE advisors deliver project-specific inductions, toolbox talks, share lessons learnt and best practice - which they tailor to ensure are relevant and personalised to the audience.

Holding the relevant competencies LUICI, IOSH, NEBOSH, Personal Track Safety (PTS) and Protecting Workers on the Track (PWT), the Kelly Rail HSQE advisors spend more than 70% of their time on site. The Kelly Rail HSQE advisors work in collaboration with the site teams and industry partners to understand the challenges and what works well to improve safety which in turn increases productivity to deliver a better service to the passenger.

As the HSQE advisors are on site with the delivery teams, they are also involved in the supervision of works and support the safely elements. The HSQE advisors also undertake independent audits, reviewing policies, procedures and working practices to assess compliance to our own internal processes, providing continuous independent feedback.
