Said the following about IP Signalling S&SD Team:

“The IP Signalling S&SD Team continue to look at ways to improve health, safety, environment and assurance (HSEA) with the IP Signalling Programme.

IP Signalling recorded the best LTIFR (0.177) out of the whole of Infrastructure Projects in 2016/17 and this good performance has continued into 2017/18. This has been made possible by the hard work put in by IP Signalling S&SD Team who proactively and collaboratively work with the project teams and contractors to assist with the safe and environmentally sound delivery of projects. The team are not afraid to challenge unsafe behaviours and worked with contractors to improve safety and environmental performance.

Last year the team developed a new system for recording site inspections as usage of Network Rail incumbent system was poor. This is a SharePoint site where data and inspections are uploaded. In 2016/17 over 1500 inspections were conducted. This data can be readily analysed for trends and used to identify areas for improvements.

The team holds regular HSEA meeting with contractors and through these organise proactive safety and environment days involving contractors, suppliers and other business units in Network Rail to raise awareness of health, safety and environment which has received brilliant feedback from those who attend.

In addition, to improve the quality of HSEA aspects the team has also delivered a number of interactive workshops collaboratively with our Tier 1 contractors covering topics such as project documentation and environmental management. These have received positive feedback with project and contractors requesting further sessions.

To improve communication of HSEA information the period cascade format was changed to a magazine which allows us to include innovation, lessons learnt and system safety information in a more user friendly manner. This too has received really positive feedback with people preferring the new format over the old PowerPoint slide. The magazine has also been adopted by other areas of Network Rail.

The team promotes and uses existing tools such as GEORINM to develop environmental scheme plan to identify potential constraints and Omnicom to carry out initial environmental surveys avoiding the need to site visit and in turn save money. They also look at innovation such as use of night vision camera to monitor wildlife again avoiding the need to visit site at night. They also actively organise volunteering days at heritage railways or with conservation organisations.“
